Here is a summary of major action taken at the December 3, 2008 Executive Committee meeting. Please share this information with your region and constituents. The complete minutes will be posted on the VHSL web site later and will include a more extensive account of the meeting, including specific language for legislative proposals, for the benefit of the membership and readers.

 

  • Presented the initial proposed FY2010 Budget. (Note: As previously announced, there will be no increase in membership fees, activity fees, or insurance premiums for FY2010.)
  • Approved the concept of the Virginia State Lottery as a VHSL partner.
  • Approved the mid-year evaluation of the Executive Director, noting satisfactory progress in meeting goals and overall performance of responsibilities.
  • Approved a policy to allow for an advisory committee to make a presentation at the discretion of the Policy Committee chair.
  • Approved the October Group Board Minutes.
  • Approved the establishment of a committee (one representative from each region) to work closely with the staff in further developing specifics related to the division playoff proposal, taking into consideration input from the field, with recommendations to be presented for review at the February Executive Committee meeting.
  • Approved the October 2009 Hall of Fame date as Oct. 5, and approved Oct. 6 as the date for the Group Boards and Membership Meetings.
  • Approved the following March 2009 Meeting Schedule.

27-8-3 Out-of-Season Practice Rule Penalty - Allow Executive Director to Approved 24-0

impose penalties for consistent application of disciplinary action.

 

30-5-1 Specific Penalties - Scholastic Bowl coaches must be held Approved 24-0

to the same standard as coaches in other academic

activities.

 

Section 116 Oral Interpretation - Prohibit manuscripts; asking a judge to evaluate Approved 23-1

contestants where some use a manuscript and others do not is unfair.

27-8-3 Penalty (Out-of-Season Practice Rule) Not rec. 0-24

School programs in violation of the Out-of-Season Practice Rule

shall be declared ineligible for any district, region or state participation

and fined $1,000.

 

27-13-6 Sportsmanship Rule --- Prescribes the same consequences for pre- Rec. 24-0

season activities as currently exist in all other contests.

 

28-6-2 Transfer Rule - Modify the requirements for student transfers from a Rec. 22-2

a non-member school to match the intent of this rule.

 

70-6-1 Golf - Determining State Championships - Allows coaches more Rec. 22-0

freedom to instruct players during competition without delaying play.

 

80-3-1 Swim and Dive - Reduces the number qualifying from region to state. Rec. 19-4-1

54-8-1 Volleyball - Allows for alternate tournament formats. Tabled**

**Tabled until the February meeting to give regions an opportunity to discuss at their meetings - could be voted on as "emergency" in February.

 

  • Denied requests from Bassett, Magna Vista, Clarke County and Monticello high schools to waive the late fee penalty for membership dues.
  • Denied a request for a Nelson County student to compete in the Jefferson District and Region II and ultimately the Group AA State Indoor Track Meets in the pole vault.
  • Denied a request by the Coaches Education Committee for mandatory Coaches Education.
  • Tabled until the February meeting a request by Committeeman Jim Thornton to place VHSL banners in each school gymnasium and to use monies in the Contingency Fund to pay for them. Mike McCall will work with Jim Thornton to present this at the February meeting.
  • Deputy Director Tom Zimorski agreed to develop a more comprehensive clarification of the Out-of-Season Practice Rule and provide it to the membership.
  • Staff agreed to provide regions with more specific information regarding unconfirmed playoff sites for 2009-10.
  • Received a report from the Executive Director regarding a specific legal matter.
  • Staff was asked to draft Handbook legislation to be considered for Coaches Education.
  • Received a report from Assistant Director Joyce Sisson regarding progress in redesigning the VHSL web site.
