The Virginia High School Literary League was organized in November of 1913 by the Jefferson and Washington Literary Societies at the University of Virginia (UVa) to generate interest in high school public speaking. By February 1914, 80 schools had enrolled in the league. On April 30 of that year, 20 high schools advanced from local competition to a state debate tournament at UVa. The following year (1914-15), state competitions expanded to include public reading, basketball, baseball and track. In addition to sponsoring state competitions, the Virginia High School Literary and Athletic League established regulations governing eligibility of participants.

From those early years the Virginia High School League (VHSL) has grown to include the 312 public high schools in the Commonwealth. The VHSL is a non-profit, voluntary organization whose purpose remains to serve more that 200,000 students who participate each year in interscholastic athletic and academic programs and competitions.
